Job Description:

The Communications, Advocacy and External Engagement Manager provides strategic communications leadership and support to World Vision CAR by developing and implementing communication strategies that strengthen organizational trust, reputation, visibility, advocacy influence, and fundraising efforts.


The role ensures high-quality content production, stakeholder engagement, media relations, and advocacy support while promoting World Vision's impact on children and communities


Key Job Responsibilities:

(a) Strategic Communications

  • Develop and implement an integrated communications strategy.
  • Strengthen World Vision's brand and reputation among key stakeholders.
  • Produce high-quality multimedia and child-focused content.
  • Ensure effective management of digital platforms and social media.
  • Lead emergency communication preparedness and response.
  • Manage media visits, donor visits, and high-profile engagements.
  • Provide strategic communications advice to senior leadership.
  • Lead advocacy communications related to World Vision’s sectors, conflict, displacement, and protection.
  • Maintain strong communication channels across the World Vision Partnership.

(b) Internal Communications

  • Strengthen communications capacity across the organization.
  • Promote staff engagement and organizational culture.
  • Develop systems for content generation and information sharing.
  • Train and support organizational spokespersons.
  • Produce emergency reports, SitReps, alerts, and declarations.
  • Ensure compliance with World Vision communications policies and branding standards.

(c) Public Engagement & Advocacy

  • Contribute to external engagement and influence strategies.
  • Support national advocacy initiatives.
  • Engage with local and international media.
  • Develop advocacy messaging for humanitarian and development issues.
  • Strengthen engagement with support offices and regional advocacy teams.
  • Lead the development and implementation of an integrated advocacy agenda across humanitarian, development, and grant-funded programming, ensuring advocacy efforts are coordinated rather than siloed and that all organizational positions, messaging, and external engagement align with World Vision’s humanitarian advocacy priorities, including protection, humanitarian access, accountability to affected populations (AAP), and localization.
  • Ensure advocacy efforts are grounded in evidence and child/community participation (e.g., GCC, ACVD, Mini COP31 inputs), linking humanitarian response and grants programming into one coherent advocacy narrative.

(d) External Engagement

  • Develop and implement an external engagement strategy.
  • Build relationships with donors, UN agencies, INGOs, government authorities, and local partners.
  • Represent World Vision in coordination forums.
  • Ensure proposals and concept notes reflect advocacy and communication priorities.

(e) Campaign Management

  • Develop and implement campaign strategies aligned with the ENOUGH Campaign objectives.
  • Coordinate advocacy initiatives targeting policymakers, government institutions, and development partners.
  • Engage children, youth, faith leaders, communities, and civil society organizations in campaign activities.
  • Facilitate awareness campaigns on child hunger, nutrition, and food security.
  • Build partnerships with stakeholders to strengthen collective action against child hunger and malnutrition.
  • Monitor campaign progress, document achievements, and prepare reports for internal and external audiences.
  • Support media and communication efforts, including social media, events, and public campaigns.
  • Promote child participation and ensure children's voices are reflected in advocacy actions

(f) Risk and Reputation Management

  • Monitor and manage reputational risks.
  • Support crisis communication and incident response.
  • Protect World Vision's brand and stakeholder trust.
  • Coordinate with regional teams on sensitive issues.

(g) Staff Management and Capacity Building

  • Supervise communications and advocacy staff.
  • Conduct performance management and coaching.
  • Identify capacity gaps and implement development plans.
  • Support recruitment and onboarding of new team members.


Required Professional Experience, Education, Knowledge and Qualifications

  • A degree in Communications, Journalism, Public Relations, Humanitarian Studies, or a related field (Master's preferred).
  • At least 5 years of experience in advocacy, communications, donor engagement, and policy influence.
  • A minimum of 3 years in a management role within the humanitarian or development sector, preferably with INGOs.
  • Experience working with government institutions, multilateral agencies, and donors; strong leadership and team management skills; ability to work independently under pressure in multicultural environments.
  • Excellent communication and writing skills, fluency in English, good French communication skills, and a solid understanding of humanitarian principles, standards, and disaster management.
  • A strong alignment with World Vision's Christian values, vision, and mission is essential, along with willingness to travel and work in field locations.
  • Proven ability to develop and implement communication strategies, create high-quality content, and manage organizational messaging across multiple channels.
  • Experience designing and implementing advocacy campaigns, developing policy briefs, and influencing decision-makers, including government, donors, and partner organizations
  • Strong skills in media engagement, crisis communication, spokesperson preparation, and managing relationships with journalists and media outlets
  • Demonstrated ability to establish and maintain strategic relationships with governments, NGOs, UN agencies, donors, private sector partners, and community leaders
  • Proficiency in digital platforms, social media, content management systems, analytics tools, and managing multi-channel communication and advocacy campaigns.

Travel and/or Work Environment, Language Requirement

  • Good physical health is required
  • Ability and willingness to travel up to 50% of the time in the region
  • English and French required
