General Summary:

Under the direction of the chief communication officer, lead and manage State Teachers Retirement System of Ohio (STRS Ohio)’s online presence for members, employers, associates and stakeholders, while also serving as the department’s hands-on front-end web development and design expert. Implement and manage the organization’s member, employer and associate websites, forms and applications, and direct STRS Ohio’s online/email communications and marketing efforts. Ensure the organization’s online presence reflects its mission, goals and communication strategies while adhering to web/online industry standards, best practices, quality user interface/experience and Americans with Disabilities Act (ADA) compliance.


Summary of Responsibilities:

  • Manage STRS Ohio’s member, employer and associate websites, ensuring content, imagery and functionality are accurate, current and aligned with corporate identity and style standards; coordinate internal review and documenting processes and procedures.
  • Design, develop, test, implement and maintain responsive websites, forms and applications for mobile and desktop using semantic, documented code, progressive enhancement and industry best practices.
  • Develop data-driven pages and secure custom forms and applications using front-end and back-end technologies, including HTML, jQuery, PHP, CSV and XML, with interaction logging for security and troubleshooting.
  • Manage online and email communications and marketing efforts, including email groups and lists; collaborate with the communication team on content and imagery and with Information Technology Services (ITS) to maintain application stability.
  • Design, develop, test and maintain HTML email templates that function across major email clients; incorporate analytics and recommend improvements based on performance findings.
  • Oversee third-party online programs and vendors, conduct annual evaluations, lead searches when replacements are warranted, and research, recommend, implement, maintain and troubleshoot approved applications.
  • Serve as the organization’s online usability and user experience expert, ensuring websites and applications are user-friendly and supporting Member Benefits in resolving member access issues involving secure accounts.
  • Direct quarterly usability and accessibility testing of external websites and digital content across supported browsers, platforms and devices; ensure ADA compliance and implement solutions to identified issues.
  • Create prototypes, graphics, motion graphics and videos for web and email projects that meet client expectations and current devices, browsers and industry standards.
  • Monitor webmaster inquiries, troubleshoot website and email issues, assist with assigned projects and serve as backup for other web team members.
  • Document and maintain all web-related processes for training and succession planning.
  • Lead or participate in special projects as assigned.

Summary of Qualifications:

  • Bachelor’s degree in journalism, public relations, communications, web/graphic design or a related field required.
  • Seven or more years of experience in web design and development, online editing, writing and site design required, including HTML email development required.
  • HTML, CSS, jQuery and PHP certifications preferred.
  • Supervisory experience preferred.
  • Proficiency in front-end technologies, including HTML, CSS, JavaScript/jQuery, AJAX and JSON, and back-end technologies, including PHP and SQL; knowledge of CSV and XML data access, storage and display required.
  • Comprehensive knowledge of website and application development through server implementation, including browser access, troubleshooting and solutions that ensure functionality and user access.
  • Expertise in responsive web design, typography, progressive enhancement and cross-browser, device and email-client compatibility required.
  • Comprehensive knowledge of user interface and user experience standards, web usability and ADA accessibility requirements for users with visual, hearing, motor and cognitive impairments required.
  • Familiarity with Google Fonts, Google Analytics and Looker Studio, including building and automating reports, analyzing results and implementing data-informed improvements.
  • Ability to integrate and troubleshoot third-party applications and proficiency with Adobe Creative Suite and Acrobat products; Adobe After Effects and Premiere Pro experience preferred.
  • Excellent writing, editing, proofreading, oral communication and interpersonal skills, with the ability to collaborate effectively and courteously across all organizational levels while maintaining client satisfaction and organizational goals required.
  • Ability to work with and preserve confidential information required.
  • Excellent organizational skills and a high degree of accuracy and attention to detail required.
  • Ability to work independently and in a team environment while meeting deadlines with minimal direct supervision required.
  • Excellent work record of attendance, punctuality and the ability to maintain a flexible work schedule to meet business needs. Occasional evening, weekend and non-regular work hours may be required.
