We are seeking a Director of Business Development to lead our federal business development strategy and drive continued growth across government markets. This person will own the full business development lifecycle, from opportunity identification and qualification through capture, proposal development, and submission. This role is responsible for pipeline health, contract wins, and revenue growth while developing and maintaining strong relationships with existing and prospective government customers. The Director of Business Development will work closely with the President, Capture Team, Proposal and Solutions Management team, and Subject Matter Experts to align growth strategy with execution capabilities.
Key Responsibilities
Pipeline and Capture Management
Build and maintain a qualified opportunity pipeline across target federal agencies and contract vehicles.
Identify, qualify, and prioritize opportunities aligned with ET's capabilities and growth strategy.
Lead go/no-go decisions and capture strategies for prioritized opportunities.
Own the business development process from opportunity identification through proposal submission and award.
Coordinate teaming strategies, win themes, pricing inputs, staffing considerations, and proposal development.
Account Management
Serve as a primary business development point of contact for existing government customers.
Drive account growth through cross-sell opportunities, organic scope expansion, and recompete positioning.
Build and maintain relationships with Contracting Officers, Contracting Officer's Representatives, program managers, and other government stakeholders.
Develop account strategies that align ET's capabilities with customer mission requirements.
Identify opportunities to expand ET's presence within existing government accounts.
Market and Relationship Development
Represent ET at industry days, OSDBU events, agency forecasting sessions, conferences, and other government and industry engagements.
Identify and cultivate teaming partnerships and subcontracting relationships with prime contractors and other industry partners.
Track agency budgets, forecasts, acquisition strategies, and emerging requirements relevant to ET's capabilities.
Develop relationships within target agencies and customer communities to support early opportunity identification and positioning.
Compliance and Positioning
Leverage ET's 8(a) and SDVOSB certifications strategically across eligible sole-source, set-aside, and competitive opportunities.
Maintain awareness of federal contract vehicles, including GSA MAS, GWACs, IDIQs, and other relevant vehicles.
Identify opportunities to obtain access to new contract vehicles that support ET's growth strategy.
Ensure business development and proposal activities align with FAR, DFARS, and solicitation-specific requirements.
Monitor competitive activity, market trends, and government priorities to strengthen ET's positioning.
Leadership and Reporting
Report pipeline status, win/loss metrics, forecasts, and business development performance to executive leadership.
Maintain accurate opportunity forecasts and revenue projections.
Manage and mentor BD and capture personnel as the team scales.
Partner with leadership and technical teams on pricing, staffing, teaming, and delivery feasibility.
Collaborate with the President, Capture Team, Proposal and Solution Management teams, and Subject Matter Experts to align growth strategy with execution capacity.
Minimum Qualifications
7+ years of relevant business development, capture management, or proposal leadership experience in government contracting.
Demonstrated track record of winning federal contracts as a prime contractor or major subcontractor.
Experience building and managing a qualified federal opportunity pipeline.
Working knowledge of federal acquisition processes, FAR/DFARS, and small business contracting mechanisms, including 8(a) and set-aside opportunities.
Experience reporting against business development metrics, pipeline forecasts, and revenue targets.
Strong writing, communication, and proposal development skills.
Demonstrated experience building and maintaining relationships with federal government customers and stakeholders.
Bachelor's degree or equivalent combination of education and relevant experience.
Preferred Qualifications
Experience
Established relationships with federal agency program offices, contracting officers, program managers, or other government stakeholders.
Experience supporting VA, DoD/DoW, HHS, DHS, Air Force, or other federal agencies.
Experience with SBIR/STTR programs, OTA consortiums, or DoD/DoW Mentor-Protégé programs.
Prior experience at a small or mid-tier government contractor rather than exclusively at a large prime.
Demonstrated experience developing teaming and subcontracting relationships.
Experience supporting recompetes, organic growth, and expansion within existing federal accounts.
Skillset
Familiarity with CRM and federal opportunity intelligence tools such as HigherGov, NextStage, or similar platforms.
Strong understanding of federal procurement processes, agency forecasts, budgets, and acquisition strategies.
Ability to identify and develop new markets, opportunities, and customer relationships.
Exceptional written and verbal communication and presentation skills.
Strong strategic thinking, business judgment, and problem-solving abilities.
Ability to manage multiple concurrent opportunities and priorities in a fast-paced environment.
Ability to translate customer requirements into actionable business development and growth strategies.
Compensation
Starting salary of $165,000–$190,000, with potential for performance-based bonuses tied to pipeline growth and contract wins.
