TOPS Community Manager Specialist 

The TOPS Community Manager Specialist is a floating leadership role within Asset Living’s internal talent agency (TOPS). This position provides short-term (1–90 day) on-site operational leadership to communities experiencing staffing transitions, vacancies, new acquisitions, performance needs, or stabilization efforts. 

The role mirrors all responsibilities of a standard Community Manager while providing rapid-deployment support, stabilizing site operations, and ensuring compliance with Asset’s policies, procedures, and service standards. The TOPS Community Manager Specialist must be highly adaptable, capable of quickly assessing operational gaps, and skilled in stepping into leadership roles with little transition time. 

Assignments vary and may include multifamily, affordable, BTR, active adult, or student housing environments. 

Essential Duties & Responsibilities

Operational Leadership & Site Oversight 

  • Oversee daily operations of assigned communities in alignment with Asset Living Community Manager expectations.
  • Ensure compliance with company policies, safety practices, fair housing, and operational standards.
  • Conduct daily property walks, risk assessments, and quality checks.
  • Lead the emergency response process for the community while on assignment. 

Personnel Management 

  • Provide short-term supervision, coaching, and direction to on-site staff; ensure operational continuity.
  • Support hiring, onboarding, and training needs as requested by Regional leadership.
  • Promote teamwork, stability, and performance during temporary leadership transitions. 

Financial & Administrative Management 

  • Ensure timely rent collection, deposit reconciliation, invoice processing, and accurate financial reporting.
  • Support or create budgets/forecasts as assigned; identify trends and recommend corrective actions.
  • Review and approve resident files, leases, renewals, and required documentation. 

Strategic Leasing Management 

  • Ensure leasing and marketing strategies are executed effectively—closure rates, follow-up, documentation, and reporting. 
  • Assist with resident satisfaction initiatives, retention efforts, and event execution.
  • Support leasing teams in achieving occupancy goals and stabilizing performance. 

Maintenance & Risk Management 

  • Monitor service request turnaround times; ensure resident expectations are met.
  • Ensure property appearance standards are maintained through inspections and timely repair oversight.
  • Coordinate with maintenance, contractors, and vendors to ensure work is completed safely and efficiently. 

Assignment Readiness & Adaptability 

  • Rapidly assess operational strengths, gaps, and priorities at each assignment to ensure smooth continuity.
  • Provide high-confidence leadership during transitions such as turnovers, manager vacancies, or property onboarding.
  • Serve as an Asset Living culture ambassador, modeling best practices and reinforcing departmental standards. 

 

Travel

  • This position entails travel, estimated at 100% of work time annually. Travel may be required for property visits, conferences, training sessions, or other business-related activities. Reliable transportation is required.

 

Education & Experience

  • High school diploma required; bachelor’s degree preferred.
  • Two to four years of property management experience preferred.
  • CAM or ARM certification preferred.
  • Ability to learn and execute all on-site software functions.
  • Knowledge of Fair Housing and OSHA requirements.

This compensation range is specific to the State of Washington and includes the range of factors considered in making compensation decisions including but not limited to skill sets; experience and training; certifications; etc. We would not anticipate that the individual hired into this role would be near the top end of the compensation range, but that decision will be dependent on the facts associated with each specific individual’s relevant experience for the role.  A reasonable estimate of the range is below.
